meson: remove obsolete and blocking patch

Motivation for this change

meson is now (in staging) upgraded to 0.48.2 which includes the patch causing the build to
fail.

The patch snuck in when merging #46020

• Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"

• Determined the impact on package closure size (by running nix path-info -S before and after)
• Fits CONTRIBUTING.md.
