This won't work, because git-annex doesn't remember the path to gpg; it will use whatever people have in $PATH. With this patch, the test suite will succeed, but then the tool will fail later during normal usage.

I'd rather not update gpg1compat to gnupg 2.1 until we've understood what exactly causes the breakage. Clearly something did change between 2.0 and 2.1, but we don't know what it is.
