[Backport 24.11] Updates from #359215

Motivation

These packages are the last packages that would be affected by Nix 2.18 EOL next month.
I did not backport the removal of 2.18, because I'm not sure what's the best thing to do about that in terms of errors or warnings.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 25.05 Release Notes (or backporting 24.11 and 25.05 Release notes)
  • (Package updates) Added a release notes entry if the change is major or breaking
  • (Module updates) Added a release notes entry if the change is significant
  • (Module addition) Added a release notes entry if adding a new NixOS module
