Description of changes
Adds the django-soft-delete package that paperless-ngx needs as a dependency from 2.10.0 onwards, and updates to the latest release of paperless-ngx. No breaking changes in this release.
Upstream has also changed from psycopg2 to psycopg, so that dependency was updated here.
