anki: 2.1.60 -> 2.1.61

This is a rote update. It turns out while getting #221229 ready to merge, upstream released a new version, so we get to update again already.

This update was very straightforward. I updated hashes, grabbed the Cargo.lock from their repo, and verified that there was nothing in the git log for python/requirements.* so we don't have to change anything with our list of python dependencies.

We got to drop two patches that were upstreamed.
