haskellPackages.levenshtein: disable tests and unbreak

Description of changes

Disable the test suite for haskellPackages.levenshtein since it fails with GHC 9.

An issue (hapytex/levenshtein/issues/9) was raised with upstream.

This is my first time contributing to Nix, so I am happy to take any feedback or guidance.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 22.11 Release Notes (or backporting 22.05 Release notes)

Since a new version with the fix was released, I think the change will actually be simpler, we just need to remove the broken flag the next time we update the haskell package set. We can keep this PR open to remind us for now.
