Description of changes

Myxer is a Rust tool. A change to cargo in 2021 made the program no longer compile. This was reported to upstream with an issue on August 11th 2021. A PR was made on September 23rd 2021 that addressed the issue. This PR has received no comments or interaction by the maintainer of the tool.
