Motivation for this change

Major build differences are:

• elfutils were switched to dlopen to avoid them being part of the minimal dependency graph in Switch coredump ELF parsing to fork+dlopen systemd/systemd#21580.
• linker detection was changed in ci: Build test with different linkers systemd/systemd#21727. Not sure how this will affect cross builds, as we were using the target prefixed ld before.
