stdenv: move seeds to a central place and allow overriding

Motivation for this change

This is my first step in writing a derivation that goes from zero to native-on-native bootstrap-tools. The seeds are now gathered together in a single attrset (in a single file) and can be overridden by adding a seeds = ... attribute to import nixpkgs { ... }.

This is part of #141448.
