As a result `systemPackages` now also respect it.
Only nix-env remains and that has a PR filed:
NixOS/nix#815

I tested a few use cases locally, including error reporting.
It's strange that if I make this a patch to apply in nixpkgs, generating
manual.xmlifails, but it all succeeds if I build it in a different way. (I've got no idea what's wrong there.)
