Updates nixpkgs flake input. Also switches the input type to the channel tarballs, since infra now supports the lockable tarball protocol.

@xokdvium FYI the intent around when Nix 2 dropped was that hydra bumping the branches in the git repo was better than having the separate channel/tarball infra. |

@emilazy mentioned that GitHub folks would very much appreciate if we stopped hammering their infra for tarball exports. Generally it would be nice to switch over the global flake registry to the channel tarballs for newer versions of nix if possible. |

Since 2.31, 2.32 are targeting 25.11 adding backports for this. 25.11 bump coming shortly |

Updates nixpkgs flake input. Also switches the input type to the channel tarballs, since infra now supports the lockable tarball protocol.
Context
With the impending 25.11 release we need to be prepared to bump, but it's still prudent to bump 25.05 while it still has some life in it.
