Why
PR #64 was opened with an explicit do-not-merge instruction, but the fleet auto-merge account landed it immediately after the self-hosted checks passed.

This exactly restores the two workflow files to the pre-#64 main state. It contains no product-code change. The runner migration will be reopened as a draft so it cannot auto-merge before GitHub billing is fixed.
