Bump huggingface-hub to 1.22.0 and scenedetect to 0.7 - #1583

huggingface-hub was 6 releases behind after the transformers v5 upgrade. scenedetect needs to move to 0.7 alongside it since 0.6.7.1 pins click<8.3.0 while huggingface-hub 1.22.0 requires click>=8.4.2; scenedetect 0.7 only excludes the broken click 8.3.0 release.
