docs(vendor): close Windows upstream bookkeeping - #62

The recovered Windows vendor sequence split its upstream-applicable work into cache runtime, explicit-home scanning, and core fixture isolation. All three contributions now have merged dispositions on upstream main. Record the actual merge commits and the semantic mapping for PRs #914, #916, and #917. Clarify that remaining cache and test structure is TokenBar-specific adaptation rather than an unported upstream behavior. No production code, cache layout, parser output, FFI, or schema change.
