This is a test PR for exploring the usage of Github Artifact Store instead of downloads.rapids.ai for Build Artifacts. See rapidsai/build-infra#237
This PR also covers some of the changes planned in rapidsai/build-planning#44, specifically automating temporary download locations for
wheelsto maintain consistency withcondadownloads.Checklist
