[#20988][fix] Bound per-request video decode memory in trtllm-serve - #21366
The OpenAI HTTP media-I/O path now applies a default 4 GiB decoded-video-frame cap. A server-configured video.max_decoded_frame_bytes takes precedence.
Per-request video options that set max_decoded_frame_bytes or decoded_memory_reserver raise ValueError. Other modality options continue to use the existing merge behavior. The request-field description now identifies these limits as server-only.
The change is scoped to the OpenAI HTTP path. The gRPC path and offline LLM API are unchanged.
QA Engineer Review
Modified tests/unittest/llmapi/apps/test_chat_utils.py. Added checks for the default cap, server override, rejection of request-supplied server-only options, and no cap on non-video media I/O. The decode tests cover requests within and above a configured byte limit.
The test module is listed in tests/integration/test_lists/test-db/l0_cpu.yml. No matching entry was found in the manual-QA lists.
Coverage verdict: sufficient for the stated behavior. The video-data-URI fixture uses pytest.importorskip("cv2"), so decode-path tests require OpenCV.
The author reports that the relevant existing tests pass. Three schema-validation tests reportedly fail under CPU-only stubs in the same way on unmodified main; no independent test run is established here.
Per-File QA Perspective
tensorrt_llm/serve/chat_utils.py — Verify that video requests receive the default cap, server configuration overrides it, and request attempts to set either server-only limit fail. Confirm other modalities retain their prior behavior.
tensorrt_llm/serve/openai_protocol.py — Verify that the media_io_kwargs description accurately communicates that decoded-memory limits are server-only and rejected in per-request overrides.
tests/unittest/llmapi/apps/test_chat_utils.py — Tests cap defaults and overrides, request rejection, modality behavior, and bounded versus rejected decoding. The module is listed in test-db/l0_cpu.yml; it was not found in the manual-QA lists.
ChatCompletionRequest.media_io_kwargs is merged into VideoMediaIO with no bounds, so a client can pick num_frames/fps that turn a ~1 MB video into many GiB of decoded frames. The issue measured 12 GiB peak RSS and 3–4 minutes for one request. The encoded-size limit (200 MiB) does not bound decoded size.
_load_video_by_cv2 already has a max_decoded_frame_bytes check that runs before the frame stack is allocated (added for OpenEngine gRPC in #20654), but the OpenAI HTTP path never sets it. Request kwargs could also set it themselves, which would lift any limit the server configured.
This PR changes _make_media_io in tensorrt_llm/serve/chat_utils.py, the one place where request kwargs meet the MediaIO classes on the HTTP path:
Default cap for video. If the server has not configured max_decoded_frame_bytes, a default of 4 GiB is applied. Operators can change it with --media_io_kwargs '{"video": {"max_decoded_frame_bytes": <bytes>}}'. The server/model value wins over the default.
Server-only keys. A request that sets max_decoded_frame_bytes or decoded_memory_reserver in media_io_kwargs is rejected with a ValueError, which becomes a 400.
The media_io_kwargs field description now says these limits are server-only.
The gRPC path and the offline LLM API are unchanged: neither goes through _make_media_io.
Choosing the default (open to maintainer preference). The issue leaves the bound to maintainers. 4 GiB of counted peak frame buffers allows, for example:
"pt" (default, 9 B/value peak): about 76 frames at 1080p or 172 frames at 720p
"np"/"pil" (2 B/value): about 345 frames at 1080p
I checked every in-tree get_preferred_media_io_kwargs. Qwen3-VL and MiniMax-M3-VL keep the 10-frame default with np. MuseSpark uses up to 96 frames with pil, which peaks at about 1.2 GB at 1080p. Cosmos3 decodes all frames (num_frames=-1) with np, which fits about 345 frames at 1080p. Inputs longer than that would need the server flag above. I can change the value, or clamp request num_frames to the server value instead, if you prefer.
Test Coverage
New tests in tests/unittest/llmapi/apps/test_chat_utils.py (in l0_cpu):
TestMakeMediaIo::test_video_gets_default_decoded_frame_cap (with no server config and with an empty one)
TestRequestVideoDecodeIsBounded: end-to-end through parse_chat_message_content_part with a real cv2-encoded mp4 data URI. A request within the cap decodes, and one above it is rejected.
The four new TestMakeMediaIo tests fail without the fix and pass with it. The existing test_chat_utils.py, test_media_io.py and tests/unittest/inputs/test_video_decode.py still pass.
I also reproduced the issue's scenario through the real parse_chat_message_content_part + VideoMediaIO: 1000 black 1280x720 mp4v frames (1.26 MB), sent as a video_url data URI.
Limitation: I ran these on a CPU-only machine with the real tensorrt_llm/inputs and tensorrt_llm/serve/chat_utils.py sources, using stubs only for GPU-bound modules (_torch, llmapi, bindings). Under those stubs, three existing TestChatCompletionRequestSchemaValidation tests cannot build the pydantic schema. They fail the same way on unmodified main, so the failure comes from my environment, not from this change. Changed files pass pre-commit (isort, yapf, autoflake, ruff, ruff-format, ruff-legacy, codespell).

Walkthrough
The server applies a default 4 GiB decoded-frame cap to video media I/O and supports a server-configured cap. Request-level overrides for server-only video settings are rejected. Tests cover configuration, override rejection, and video decoding limits.

Server-side limits and request override enforcement tensorrt_llm/serve/chat_utils.py, tensorrt_llm/serve/openai_protocol.py, tests/unittest/llmapi/apps/test_chat_utils.py
Video media I/O uses a 4 GiB default cap unless server configuration overrides it. Request-level max_decoded_frame_bytes and decoded_memory_reserver values raise ValueError. The request documentation describes this restriction. Tests cover defaults, server configuration, request rejection, and non-video behavior.
Video decoding limit validation tests/unittest/llmapi/apps/test_chat_utils.py
Tests load generated video data through parse_chat_message_content_part. A 10-frame request succeeds under a 2,000,000-byte cap. A 40-frame request raises ValueError for exceeding the cap.
Video decodes now have individual limits, but multiple videos can still exceed a request-wide budget. The new tests should also report an unavailable encoder clearly.

Bound decoded video memory across all video_url parts in a request.
The 4 GiB cap applies to each video decode, not to the request. A request can contain any number of video_url parts, and each part gets its own loader with its own cap (chat_utils.py:191-198). retrieve_all_async gathers all loads together, and each decoded result stays live until the request consumes it. N video parts can therefore hold up to N × 4 GiB of decoded frames at once. The PR title, "Bound per-request video decode memory," states a per-request bound, and this implementation does not provide one.
The gRPC path already uses one request-scoped budget for all decoded media (request_mapping.py:84-109, wired at request_mapping.py:517). The OpenAI HTTP path has no equivalent. Sharing a request-scoped budget with the video loaders can enforce a request-wide limit. Before reusing that budget, confirm that committed video reservations stay charged for as long as the decoded frames are held. Also choose the request-wide limit explicitly. Keep the per-video cap as well.

Check that the OpenCV writer opened before writing frames.
writer is never checked with isOpened(). If OpenCV cannot open the mp4v encoder, write() and release() do nothing. The file is then missing, and path.read_bytes() raises FileNotFoundError in the module-scoped video_data_uri fixture. Both TestRequestVideoDecodeIsBounded tests then error during setup. The error hides the cap behavior under test. The importorskip("cv2") guard covers only the module import, not the codec.

Runtime part: the per-video cap, the 400 mapping and the executor offload check out. One question inline on the new default; coderabbit's point that the cap is per video, not per request, is still unanswered.
The reason will be displayed to describe this comment to others. Learn more.
This default also rejects requests that send no media_io_kwargs and that main decodes today. Cosmos3 seeds num_frames=-1, fps=-1 with np, so a 1080p clip over 345 frames (86 at 4K) now returns 400. With the default pt format the limit is 76 frames at 1080p. Operators can only find the knob in this comment. Could the --media_io_kwargs help in commands/serve.py name video.max_decoded_frame_bytes, its 4 GiB default, and null to turn the cap off?
