[None][feat] Responses: serve a web_search tool the server cannot honour by default; TRTLLM_WEB_SEARCH_UNAVAILABLE=reject keeps the 400 - #21065
A /v1/responses request whose web_search tool asks for live results (any external_web_access other than false) cannot be honoured when this server cannot search. That happens when no provider is configured, and also when one is configured, because the search loop is not wired into this endpoint yet. Today such a request is rejected with a 400.
Some clients attach the tool to every request and never drop it. The Codex CLI in its default configuration declares web_search with external_web_access: true on every request. A server that cannot search answers every such request with a 400, so the client cannot use the server at all.
This PR adds an operator setting, TRTLLM_WEB_SEARCH_UNAVAILABLE:
ignore (the default, also when the variable is unset or blank): the request is served. The model is not offered the tool: _get_chat_completion_function_tools already leaves out a web_search tool the server does not execute. The server logs once that it serves such requests without the tool, and how to get the 400 instead.
reject: the 400, as before. It is for deployments whose clients drop the tool and retry, so that no answer comes back without the search the client asked for: the client cannot tell an unsearched answer from a searched one.
Any other value rejects, and the server logs once that the value is unknown.
The setting covers both cases the endpoint cannot honour: no provider, and a provider that the endpoint does not run yet. A request whose tool turns external access off is served as before, under either setting.
The setting is documented with the other TRTLLM_WEB_SEARCH* variables in tensorrt_llm/serve/web_search.py and on web_search_rejection_reason.
Test Coverage
tests/unittest/llmapi/apps/test_web_search_shared.py (CPU, already in l0_cpu.yml):
test_a_web_search_the_server_cannot_honour_is_served_by_default: three shapes of the tool ({"type": "web_search"}, external_web_access: true as a dict and as an object), with no provider and with one, with the variable unset, blank, ignore and IGNORE. None of them is rejected.
test_a_served_web_search_is_not_offered_to_the_model: a request with web_search and a function tool is served, and only the function tool is offered to the model.
test_reject_and_unknown_policies_reject: reject, REJECT and an unknown value reject.
The four existing tests that pin the rejection (no provider, a provider whose loop is not wired, a validated ResponsesRequest, and external_web_access false against true) now set reject explicitly.
With the default switched back to reject, 13 of the new cases fail. test_web_search_shared.py, test_responses_input_preprocess.py and test_responses_custom_tools.py pass locally: 139 tests.

TRTLLM_WEB_SEARCH_UNAVAILABLE controls how /v1/responses handles an unsupported web_search tool. When unset or blank, the policy defaults to ignore; the request proceeds without offering the tool to the model, and the behavior is logged once.
reject preserves the existing rejection response. Unknown values also reject and are logged once. Requests with external_web_access: false remain served under either policy.
The changes also update module and route comments to describe the conditional rejection and tool-dropping behavior.
The author reports 139 local tests passed across three test files, and reports successful CI runs for two commits. No current review findings were supplied.
QA Engineer Review
tests/unittest/llmapi/apps/test_web_search_shared.py modifies rejection tests and adds policy coverage for unset, blank, ignore, reject, and unknown values. Coverage includes provider availability and omission of web_search from the model’s offered tools.
The test file is listed in tests/integration/test_lists/test-db/l0_cpu.yml. No manual-QA list entry was identified.
Coverage verdict: sufficient for the reported policy paths. The author reports 139 tests passed locally; this result was not independently verified.
Per-File QA Perspective
tensorrt_llm/serve/responses_web_search.py: Verify default and explicit policy handling, once-only warnings, rejection reasons, and the external_web_access: false exemption.
tensorrt_llm/serve/web_search.py: Verify that the module documentation matches the implemented default and rejection behavior.
tensorrt_llm/serve/openai_server.py: Verify that the Responses route accepts unsupported web_search requests by default and rejects them when the policy is reject.
tensorrt_llm/serve/responses_utils.py: Verify that the model’s function-tool list omits web_search when the endpoint cannot honor it.
tests/unittest/llmapi/apps/test_web_search_shared.py: Covers policy values, provider configurations, and tool filtering. Listed in the CI test-db/l0_cpu.yml list; no manual-QA list entry was identified.
… web_search tool the server cannot honour
A Responses request whose web_search tool asks for live results is
rejected with a 400 when the server cannot search: no provider, or a
provider while the search loop is not wired into the endpoint. Some
clients attach the tool to every request, so such a deployment cannot
serve them at all. TRTLLM_WEB_SEARCH_UNAVAILABLE=ignore serves those
requests instead, without offering the tool to the model, and logs that
once. The default, reject, is unchanged; an unknown value also rejects.

Walkthrough
The Responses web-search handler now reads TRTLLM_WEB_SEARCH_UNAVAILABLE. Unset or blank values default to ignore, which allows a request to proceed without offering web search to the model. reject and unknown values reject the request.

The handler defaults to ignore. This policy allows the request to proceed without offering the web-search tool. reject returns the existing rejection reason, and unknown values are treated as reject. Documentation and tests cover these behaviors.
The configured policy behaves as documented, including preserving HTTP 400 rejection when requested. No unresolved merge-blocking risk is established.

TRTLLM_WEB_SEARCH_UNAVAILABLE now defaults to ignore: a request whose
web_search tool asks for live results the server cannot provide is served,
the model is not offered the tool, and the reason is logged once. Clients
that attach the tool to every request (the Codex CLI in its default
configuration) can then use the server at all. reject keeps the 400 for
deployments whose clients drop the tool and retry; an unknown value still
