Dev Engineer Review

plan_moe now uses quant_config.layer_quant_mode for NVFP4 and general quantization detection. It excludes KV-cache-only quantization when determining whether MoE weights are quantized, aligning this decision with plan_linear. This should allow eligible BF16 MoE configurations to use the BF16 locality-domain path instead of reaching the unsupported-quantization branch.

QA Engineer Review

The modified unit tests cover KV-cache-only quantization with BF16 and non-BF16 activations, including the disabled reason for non-BF16 activations. They also cover cases where layer_quant_mode differs from quant_mode. These tests exercise the reported classification and error-path changes. Coverage verdict: sufficient. Test execution results were not independently verified.

Per-File QA Perspective

  • tensorrt_llm/_torch/locality_domain/policy.py: Verify that KV-cache-only quantization does not count as weight quantization and that other quantization modes still select the correct MoE path.
  • tests/unittest/_torch/kernels/parallel/test_locality_domain_planner.py: Covers KV-cache-only quantization classification and disabled reasons, plus use of layer_quant_mode. This is a unit-test file, not an integration test; test-list registration is not applicable.

Description

Closes #18377

plan_moe previously read quant_config.quant_mode and called has_any_quant() without excluding KV-cache-only quantization, while plan_linear reads layer_quant_mode and excludes it. A KV-cache-quantized BF16 MoE was therefore rejected as unsupported instead of taking the BF16 locality-domain path.

This change makes plan_moe read quant_config.layer_quant_mode and use has_any_quant(exclude_kv_cache=True), mirroring plan_linear, so the two planners apply consistent effective-weight quantization semantics.

Per @farazkh80 on #18377, tagging @peaceh-nv for review. Happy to sequence this alongside or after #19272 if that's cleaner.

Test Coverage

  • Updated _FakeMoeQuantMode/_FakeMoeQuantConfig in tests/unittest/_torch/thop/parallel/test_locality_domain_planner.py to expose layer_quant_mode with KV-cache-exclusion semantics (both attributes, like the real QuantConfig).
  • Added test_moe_kv_cache_only_quant_classified_as_bf16 and test_moe_kv_cache_only_quant_non_bf16_activation_disabled. Both fail before the fix and pass after; the full planner suite passes.

Walkthrough

MoE planning now checks layer_quant_mode and excludes KV-cache-only quantization when determining whether weights are quantized. Tests cover BF16 path selection, FP16 activation rejection, and differing config-level and layer-level quantization modes.

Full details: Title check

Explanation

The title names the change: it aligns locality-domain MoE quantization detection with the Linear planner, which matches the raw summary, the linked issue, and the objectives. It follows the [ticket][type] Summary format with [#18377][fix]. It is one sentence of 9 words and needs no rewrite.

Full details: Description check

Explanation

The description covers the problem, the fix, and test coverage. It explains that plan_moe read quant_config.quant_mode without excluding KV-cache-only quantization, and that plan_linear reads layer_quant_mode and excludes it. It states the fix and names the two added tests and the updated fake classes. It links the issue with 'Closes #18377'. It keeps the template's Description, Test Coverage, and PR Checklist sections. The checklist is ticked. The description does not use the template's title-and-type wording, but the title already does, and the template's section structure is present, so the description is mostly complete.

Full details: Linked Issues check

Explanation

Issue #18377 is the only directly linked issue. Its coding requirements are met at the reviewed head.

[#18377] Quantization source and semantics in plan_moe:

  • Confirmed and used the intended attribute. plan_moe in tensorrt_llm/_torch/locality_domain/policy.py now reads layer_quant_mode via getattr(quant_config, "layer_quant_mode", None). It no longer reads quant_mode.
  • One source for both checks. is_nvfp4 uses layer_quant_mode.has_nvfp4(). has_weight_quant uses layer_quant_mode.has_any_quant(exclude_kv_cache=True).
  • KV-cache-only quantization is excluded. is_bf16 is not has_weight_quant and dtype_activation == torch.bfloat16. A KV-cache-only config therefore does not reach the not has_weight_quant unsupported branch because of KV-cache quantization alone.
  • BF16 classification. KV-cache-only quantized BF16 MoE selects bf16_moe.

[#18377] Unit coverage in tests/unittest/_torch/kernels/parallel/test_locality_domain_planner.py:

  • _FakeMoeQuantMode.has_any_quant honors exclude_kv_cache. _FakeMoeQuantConfig exposes both quant_mode and layer_quant_mode.
  • test_moe_kv_cache_only_quant_classified_as_bf16 checks enabled BF16 classification (cutedsl, merge_kind == "none").
  • test_moe_kv_cache_only_quant_non_bf16_activation_disabled checks the disabled reason text (bfloat16) for non-BF16 activation.
  • test_moe_reads_layer_quant_mode_over_quant_mode checks that layer_quant_mode is the source when the two attributes differ.

Acceptance criteria are met. The changed code and tests cover the classification and disabled-reason requirements. I did not re-read plan_linear directly. The consistency claim with plan_linear rests on the issue text, the PR description, and the matching exclude_kv_cache signature in the test stub. The previous review reached the same conclusion.

Full details: Out of Scope Changes check

Explanation

The whole-PR diff from merge base a0ce6c8 to head 028cec3 changes two files.

  • tensorrt_llm/_torch/locality_domain/policy.py: the plan_moe quantization-detection block only. It switches the attribute and adds exclude_kv_cache=True. The plan_moe unsupported-quantization and dtype branches keep their structure.
  • tests/unittest/_torch/kernels/parallel/test_locality_domain_planner.py: the MoE test stub and three new MoE planner tests. These support #18377 directly.

No unrelated production behavior, configuration, or other test area is changed. The PR description cites the test path as tests/unittest/_torch/thop/parallel/.... The reviewed head stores the file under tests/unittest/_torch/kernels/parallel/. This is a documentation path mismatch only. It does not affect scope.

Full details: Docstring Coverage

Explanation

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 2 files.

Hi @peaceh-nv, friendly ping on this one when you have a moment. I rebased onto current main. The CI runs from September expired while awaiting workflow approval, so it will need an approve-and-run plus /bot run. Happy to adjust anything, including sequencing with #19272.

Distinguish the NVFP4 modes in this test.

Both modes currently report nvfp4=False, so the test passes if plan_moe reads quant_mode for NVFP4 detection. The existing any_quant mismatch remains intact with this adjustment, so it continues to protect the general has_any_quant(exclude_kv_cache=True) check.

Hi @peaceh-nv rebased onto current main (the planner test file had moved in #19275). No code changes beyond the rebase. CI still needs workflow approval. Happy to adjust if this should land differently relative to #19272. cc @juney-nvidia
