[TRTLLMINF-451][infra] Capture setup timeouts and defer unfinished cleanup until JUnit save - #19333
PeriodicJUnitXML now records a test at pytest_runtest_logstart, before fixtures run. It clears completed node IDs only after JUnit XML is published. XML publication and cleanup use atomic replacement, and cleanup failures retain IDs for retry. The unfinished-test file can use a separate path. Repeated attempts of the same node ID remain tracked until an attempt completes. Review finding counts are not available.
QA Engineer Review
Modified tests/unittest/tools/test_periodic_junit.py. It adds six tests for log-start recording, preserving active tests, XML publication failure, cleanup retry, invalid UTF-8, and repeated node IDs. No test-list references were found under tests/integration/test_lists. Coverage verdict: sufficient for the changed unfinished-test tracking and cleanup paths.
Per-File QA Perspective
tests/integration/defs/utils/periodic_junit.py: Verify setup-timeout recording, independent unfinished-test path handling, and cleanup only after successful XML publication. Check that publication or cleanup failures preserve unfinished IDs for a later retry.
tests/unittest/tools/test_periodic_junit.py: Covers the new recording, publication, cleanup, and retry behavior, plus existing hang-traceback behavior. No matching CI or manual-QA test-list entry was found.

PeriodicJUnitXML records unfinished tests before fixtures run. It defers completed-test removal until after XML publication and uses atomic cleanup that retains entries when cleanup fails.

Layer / File(s)
Summary
Test tracking lifecycle tests/integration/defs/utils/periodic_junit.py, tests/unittest/tools/test_periodic_junit.py
The plugin records node IDs at test start and marks them completed during teardown. Tests cover recording before reports arrive, active tests, and restarted node IDs.
Atomic report and cleanup tests/integration/defs/utils/periodic_junit.py, tests/unittest/tools/test_periodic_junit.py
After report generation, the plugin atomically removes completed IDs while preserving active entries. Tests cover report replacement failure, cleanup failure, and invalid UTF-8 in the tracking file.
A signal in a narrow timing window can leave an active test unrecorded. The change is otherwise mergeable with awareness of that risk.

Explanation
The title names two changes: capturing setup timeouts and deferring unfinished-test cleanup until JUnit save. The raw summary covers both: unfinished test IDs are recorded at pytest_runtest_logstart before fixtures run, and cleanup of the unfinished-test file happens only after XML publication. The title follows the repository template with a JIRA-style ticket and the [infra] type. It is specific and describes the primary change, though it does not mention the new tests or the atomic replacement and retry behavior.
Full details: Description check
Explanation
The description contains only the unchanged repository template. The Description and Test Coverage sections are still empty and hold only their HTML comment prompts. The author did not explain the issue, the solution, or the relevant tests. The PR objectives also note that the description has no specific summary of the change or test coverage. The new unit tests in test_periodic_junit.py are not listed anywhere in the description. The checklist is unchecked.
Resolution
Fill in the Description section with the problem (setup timeouts were not captured, and unfinished-test cleanup ran too early) and the solution (record unfinished IDs at pytest_runtest_logstart, track completed IDs in memory, and remove them only after atomic XML publication with retry on cleanup failure). Fill in the Test Coverage section with the new tests in tests/unittest/tools/test_periodic_junit.py, including the failed-replacement, failed-cleanup, and invalid UTF-8 cases. Remove the template comments and review the PR Checklist items.

Two things to fix before merge, both outside the code itself:
The PR description is wrong. The auto-generated summary says this "reformats four docstrings" and "does not change runtime behavior, APIs, configuration, timeout handling, or cleanup". It changes all of those: when the nodeid is recorded (logstart vs. the setup report) and when it is cleared (after a JUnit publish vs. at teardown). Please replace it with what the change actually does and why, and fill in the Description/Test Coverage sections.
Coupling with --periodic-batch-size is now real and undocumented. Cleanup is deferred until the XML is published, so if the process is killed with N completed-but-unflushed tests, those N stay in unfinished_test.txt. jenkins/scripts/test_rerun.py:172 then classifies them "terminated unexpectedly — will not rerun" (previously: absent from both files → "did not run" → rerun once), and _fail_unittests names them as IN-FLIGHT culprits. CI passes --periodic-batch-size=1 (jenkins/L0_Test.groovy:1717) so N ≤ 1 in practice, but the default is 10. Add a sentence to the save_unfinished_test docstring (or the conftest help text) stating that the accuracy of unfinished_test.txt is bounded by the batch size.
Also: the docstring at tests/integration/defs/test_unittests.py:126 still says the file is "only cleared on teardown" — that is no longer true and it is the main prose explaining this file's semantics to the next reader.

tests/integration/defs/utils/periodic_junit.py:375-403 🗄️ Data Integrity & Integration | 🟡 Minor | ⚡ Quick win
Defer signal handling while pytest_runtest_logstart appends the active ID.
The normal pytest hooks are serialized, but SIGINT/SIGTERM can interrupt the main thread during the append. The signal handler then generates the report and atomically replaces unfinished_test.txt. If f.write() has not flushed, the handler can replace the path before the active ID reaches it, then terminate the process before the context manager closes the file. The active test ID is lost.
Defer the signal handler’s report-and-terminate sequence until pytest_runtest_logstart closes the append file, or block these signals for that short critical section.
