[TRTLLM-14727][test] Clean up MX qualification follow-ups

Summary

• Remove the unused serviceInitContainerConfig declaration and empty pod-template interpolation left behind when ModelExpress services moved from restartable init containers to regular sidecars.
• Document TRTLLM_MX_E2E_TIMEOUT_S, including its 1200-second default and the baseline-worker, receiver-worker, and donor-readiness phases it controls.

Scope

• Follow up on the two optional review items recorded in [TRTLLM-14727][test] Create MX donor-receiver qualification test harness #17222.
• Address the Jenkins cleanup thread and the timeout documentation thread.
• Do not change generated pod behavior, ModelExpress service wiring, test selection, timeout behavior, or MX runtime behavior.
