# Stop for Git and GitHub Access Errors
# Use Configured GitHub Access and Stop on Access Errors

Use this rule in each workflow that runs `git`, `ssh`, or `gh` commands.

For a GitHub operation, use the GitHub tool that the user configured for the current agent.
A configured tool can be an agent-provided GitHub tool, a configured GitHub MCP tool, or an
installed and authenticated GitHub CLI (`gh`).
Use the method that the owning workflow requires when it names one.

If no configured tool can perform the required GitHub operation, stop and ask the user to configure
GitHub access for the current environment.
Do not install or configure GitHub access by default.
Do not use unauthenticated `curl`, another HTTP client, web search, or a different remote endpoint as

The presence of a configured GitHub tool does not authorize a GitHub write.

Stop if a Git or GitHub command has an access error. Access errors include authentication, authorization, credentials, SSO, token scope, SSH keys, remote access, and push permissions.

# Code Change Considerations

Use these questions while planning, implementing, and reviewing a code change. Apply them to the
current lifecycle stage; do not turn them into a separate report when the workflow already owns an
output format.

## Authority

Current code, tests, workflows, and active `AGENTS.md` files own implementation details. Derive
paths, commands, test mappings, selectors, and architecture from the current checkout rather than
recording them here.

## Questions

- What accepted outcome and current consumer require the change?
- What current code owns the behavior, and can that owner be extended directly?
- Would the change duplicate an existing structure or create another source of truth?
- What state, success, failure, and partial-failure behavior must remain coherent?
- What ordering or concurrency can change the result or bypass a guarantee?
- How do absent values, defaults, retries, recovery, and cleanup behave?
- Which alternate entry, error, cached, resumed, or compatibility paths can bypass the change?
- Can code or configuration be removed, or can an existing or native mechanism replace new code?
- What shortest stable test proves the changed behavior, including the relevant negative path?
- Does a real process, network, filesystem, container, hardware, or service boundary require deeper
runtime or end-to-end evidence?
- Which active issues, pull requests, or recent changes overlap, conflict, or affect delivery order?

# Documentation Writing and Review Routing

tool-call labels or descriptions, GitHub text, comments, test titles, documentation, changelog
entries, Announcements, or maintainer guidance.

Do not copy either guide's rules into a skill.

## Complete the Assigned Review

Review the complete assigned diff and PR text.
Complete every applicable review category.
Do not stop after the first blocking finding.
Report all evidence-backed findings in one review result.

If a finding identifies a behavior, security, data safety, test, or release ambiguity, inspect adjacent paths.
Include unchanged sibling paths that implement the same operation or failure class.
Group repeated findings by root cause and give representative locations.
Do not request unrelated cleanup in unchanged text.

For a sensitive operational procedure, review each applicable boundary:

- Input trust and command construction.
- Credential location, access, lifetime, transfer, and removal.
- Command and transport status propagation.
- Result classification for success, inconclusive verification, and infrastructure failure.
- Action classification for rollback, retry, and stop.
- Resource ownership, cleanup, and absence confirmation.
- Partial external writes and authorization boundaries.

Return blockers and suggestions only after completing the full assigned review. A blocker does not end the review pass.

# Discover the Current Implementation

Use the current checkout as the source of truth. A skill defines process and priorities. It must
not maintain an inventory of paths, identifiers, commands, registrations, versions, schemas, or
test mappings that the checkout already defines.

Apply the shared [Code Change Considerations](code-change-considerations.md) at the current
lifecycle stage.

## Before implementation

- Read the active `AGENTS.md` files for every area the task can change.
- Apply the product scope gate before adding a supported surface.
- Identify affected trust boundaries. Apply the [Security Rubric](security-rubric.md) to the plan:
name applicable risks, intended controls, and the positive and negative evidence the change needs.
- During implementation and self-review, record the controls changed and negative evidence for each
changed control that proves forbidden behavior remains denied.
- Verify behavior claims in current source and tests. Use history, issues, PRs, and documentation
for rationale, not as behavior authority.

## Keep guidance current

- Derive implementation surfaces, validation, and tool interfaces from the checkout when the task
runs. Do not copy their current details into a skill.
- Record discovered specifics in task or PR evidence, not in reusable guidance.

When a tool contributes security or provenance evidence, run the version from the trusted base
revision. Do not treat a helper modified by the proposed change as independent evidence for that
same change.

# Root-Cause and Sensitive-Workflow State Checks

Apply these checks while planning, implementing, and reviewing a change. Record the results in the
output that the current workflow already owns; do not produce a separate report. State why a check
does not apply when the omission could hide risk.

## Authority

Current code, tests, workflows, and active `AGENTS.md` files own implementation details. Derive the
operations, sibling paths, and states from the current checkout rather than recording them here.

## Root-Cause Sibling Paths

Name the operation and failure class that the change belongs to.
Inspect adjacent paths that implement the same operation or failure class.
Record which sibling paths were checked and whether each one needs the same change.
A change that repairs one path and leaves a sibling path unchanged keeps the same defect reachable.

## Sensitive-Workflow State Matrix

Build a sensitive-workflow state matrix as working analysis for a flow that handles credentials,
remote execution, billable resources, destructive cleanup, security policy, or public writes. Use
only the rows and columns required to cover the changed contract. Classify these outcomes when they
apply:

| Phase | Success | Command Failure | Transport Ambiguity | Verification Failure |
|---|---|---|---|---|
| Input or credential acquisition | Result and custody | Removal or rollback | Assume possible remote effect | Rejected input |
| Execution | Expected state | Failure classification | Confirmation requirement | Acceptance criteria not met |
| Cleanup | Confirmed removal | Recovery action | Ownership and absence check | Retention and rotation |
| External write | Accepted write set | Partial-write report | Assume a possible write and re-read external state | Report a partial or inconclusive result |

For each credential, name its location, access, lifetime, and removal. For each failure cell, record
the result and required action separately. Classify the result as an infrastructure failure or
inconclusive verification when applicable. Classify the action as rollback, retry, or stop. Ask the
user before choosing a behavior that changes security, data safety, cost, or a supported contract.

The [Security Rubric](security-rubric.md) owns the authentication and authorization category and its
evidence expectations. For a public or external write, record the positive and negative evidence that
authorization is enforced for the exact resource and action.
