fix(ci): clarify E2E gate outcomes - #6821

Reason: Independently reviewed PR #6821 at head 07d1081 on base b634f01 and its successful non-secret CI. Credentialed E2E is withheld because this PR changes the trusted E2E controller and evidence path.
