test(e2e): qualify recorded-runtime PR stack

Outcome

Provides a temporary main-based carrier for trusted manual E2E of the exact combined #10814–#10817 candidate. This draft PR must not be merged.

Reason

The trusted manual PR E2E workflow accepts only PRs whose base is main. The review stack keeps its transaction-focused bases, so this carrier exposes the unchanged top-stack commit to that workflow without retargeting or disturbing the review PRs.
