What does this PR do ?
Support O2 training (
model.megatron_amp_O2=True) of PEFT and SFT using the refactored PEFT APIs.This was listed as a known issue since the PEFT Refactor (#7308). This PR fixes that issue.
Code was tested on GPT and T5, PEFT and SFT.
