fix CPU overheads of GPT synthetic dataset

What does this PR do ?

Move mask and position id generation in GPT synthetic dataset to init. They are same for each data loading, so doing it for every data loading is redundant, it also can create big CPU overheads while seq_len is long. Hence, move them to init.
