What does this PR do ?

Corresponding MR in main branch: #2088

Depend on the TE MR:

• (merged): Add post-processing API for FP8 primary weights to support CUDA Graph TransformerEngine#2266
• (merged): Make FP8 weights compatible with older MCore version TransformerEngine#2342

Make CUDA graph compatible with FP8 params (tensorwise & blockwise).
