Small bug fix; when turbine_utilities.py was moved from tools/ to turbine_library/ in #770, this import was not updated.
We missed this because convert_turbine_v3_to_v4.py is not tested. However, as a user-level function that requires an argument to be passed, I'm not sure how to test it or whether it needs to be tested.
I found this bug while using this tool to convert a v3 turbine model to v4 in the FLASC Smarteole examples.
