This PR updates
CMakeLists.txtto be compatible with the FMSCMakeLists.txt. Thefmstarget has been changed toFMS::fms_r4for 32BIT orFMS::fms_r8for a 64BIT compilation. This change is necessary for the UFS Weather Model to use the FMSCMakeLists.txtfile.
