Is it possible to make a retro test to compare the variables list between
this PR with rrfs-a? Partha found the issue with AOTK field in grib2 files
in rrfs-a. Hopefully, we can fix this as well in this PR.

Latest UPP code has been tested on Jet for RRFS_CONUS_3km system.
