DESCRIPTION OF CHANGES:
Pointing to EMC develop UPP repository instead of GSL RRFS_dev fork.
TESTS CONDUCTED:
The app was built on Jet and UPP tested--it gives identical results to my tests compiling the authoritative UPP directly.
