DESCRIPTION OF CHANGES:
The changes here enable inline post, disabling the external build and run of separate tasks. It also adds the configure files needed for the physics suites used for HWT, and enables a multiphysics ensemble capability.
TESTS CONDUCTED:
The workflow was run on AWS by @christopherwharrop-noaa and @danielabdi-noaa, and on Hera by Christina.
