DESCRIPTION OF CHANGES:
These changes are necessary for running Python graphics to create subdomains for RRFS NA 3km runs in real time. Here, I've added
TESTS CONDUCTED:
I tested all the run-time changes and configuration changes in real time for several cycles. I tested the configuration layer by configuring a local experiment and comparing the XML with that running successfully in real time.
DEPENDENCIES:
Will need the SRW App externals hash to be updated for both regional_workflow and pygraf once PRs are merged in respective repositories.
