restore ci to develop hooks

Description

The hooks for pySHiELD and pace were temporarily changed away from develop to accomodate for all the breaking changes coming with the upgrade to numpy 2.X:
#122
originating from
NOAA-GFDL/NDSL#415

This PR restores CI to normal levels.

How Has This Been Tested?

All good as long as CI is running again.
