This PR creates a README for the
ocean_BGCrepository.The primary reason for adding this is to clarify the versions of
ocean_BGCthat work with MOM5 and MOM6 after movingMOM_generic_tracer.F90.I also included headers for all the generic tracer options included in
ocean_BGC. I copied descriptions to a few from their corresponding files. More detail could be added in a following pull request.
