This PR restores the default ci hooks for pyFV3, pySHiELD, and pace. It can be merged again once 1. NDSL `2026.02.00` is released 2. and the repos have been updated accordingly. The reason for unhooking the CI in the first place was to allow NDSL `2026.02.00` make a hard breaking change with the Backen PR (Backend object with properties instead of a string with the GT4Py backend name).
