This PR sets up a candidate for release 2025.05.00

LGTM.

This release will help clean up the ci. The main points are

• ndsl.dsl.gt4py import override (which means consistent mixed precision)
• loads of clean up (include __INLINED no longer warning out)
• boost now ships bundled with gt4py so we don't need this dependencies anymore
• FieldBundle
• Debugger
