Adds a maximum absolute latitude above which to reduce the background diffusion to the minimum value.

This was used in OM5 run odiv-263 and greatly reduces the Arctic salinity biases. Ultimately this option will be replaced with the prognostic internal wave parameterization but for the interim this code mode is needed for OM5.

This seems like a reasonable enough change, despite the fact that it will introduce an abrupt latitudinal discontinuity in the background diapycnal diffusivity.
