This is adding some minor tuning to the Thompson MP scheme for ice clouds aloft.
Issue(s) addressed
NCAR/ccpp-physics#966
Testing
These changes have been tested using UFS RTs on Hera/Intel. Only tests using Thompson MP fail as expected due to the new tuning of the scheme.
