Update fv3 dynamical core component to include changes related to mixed-mode FMS

Description

The fv3 dynamical core component in fv3atm needs to be updated to include changes related to mixed-mode FMS. After these updates, the fv3 dynamical core can be compiled in 32-bit while the FMS library is built in 64-bit.
