Save GEFS ocean and ice products in grib2 format

Description

This PR saves the GEFS ocean and ice latlon products in grib2 format. The parm/post/oceanice_products_gefs.yaml has been modified so that the grib2 output is saved in COMROOT instead of the netcdf output.
