Description
This PR creates the skeleton release notes and updates the package version numbers for the GFSv16.3.10 upgrade. These changes were done before to the previous release branch for this upgrade but are being done again since a new release branch was required after bumping this back two versions.
@ADCollard @ilianagenkova I have remade the release branch for this upgrade and redone the creation of the release notes and version files updates. In separate PRs, please provide further updates for this release branch (e.g. GSI tag name for
checkout.sh) and additional text for the release notes (prelude, GSI tag name, files changed, etc.). Please also check the version numbers I set. Thanks!Refs #1356
