This PR complements NOAA-EMC/GSI#878 and follows on from #38. This includes the changes to fix files required to assimilate NOAA-21 OMPS nadir profile and total column observations. It also removes references to obs types 180/280 with subtype 02. This refers to saildrone observations in prepbufr that have been moved to their own obstype (302/402).
