Description

This work from @DusanJovic-NOAA fixes hailcast restart reproducibility issue in RRFS by writing out the updraft duration and updraft mask into a new restart diagnostic file.

Fixes # 90 (issue)

How Has This Been Tested?

This has been tested on WCOSS2 with intel compiler for RRFS real case over the north American domain. New RRFS diagnostic restart file was generated and restart reproducibility was restored. No changes are expected to the control forecasts.
