A change in the ufs weather model hash (g-w PR #3145) alters the forecasts used by the C96C48_ufs_hybatmDA variational and lgetkf analysis jobs. This alters the analysis. As such, the reference files for the analysis and downstream jobs need to be updated to be consistent with the new model hash.
This PR updates C96C48_ufs_hybatmDA reference files.
Resolves #1415
