bugfix: wrf cmake ifx updates

DESCRIPTION OF CHANGES:

• 357db05 commit brings changes from Rework the dependency linking of hydro CMake compilation wrf-model/WRF#2178 PR. This changes how the MPI and NetCDF libraries link because the WRF build wasn't working with ifx on some local machines.
• 8ce9f05 commit adds netcdf::netcdf netcdf::netcdff targets to WRF-Hydro so the previous changes will work with the stand-alone model.

TESTS CONDUCTED:

• WRF-Hydro builds and runs Croton with MPI. Tested with GNU 12.4.0, Intel 2024.2.1, Intel 2025.0.3
• WRF builds with WRF-Hydro's src directory. Tested with GNU 12.4.0, Intel 2024.2.1, Intel 2025.0.3

Note: Github CI actions are all failing because they are trying to download a tarbal that won't exist until the release. This PR's changes only touch CMake files and every CI configuration is building so I think that it is safe to assume this PR is non-answer changing.
