Note: Github CI actions are all failing because they are trying to download a tarbal that won't exist until the release. This PR's changes only touch CMake files and every CI configuration is building so I think that it is safe to assume this PR is non-answer changing. |

357db05commit brings changes from Rework the dependency linking of hydro CMake compilation wrf-model/WRF#2178 PR. This changes how the MPI and NetCDF libraries link because the WRF build wasn't working withifxon some local machines.8ce9f05commit addsnetcdf::netcdf netcdf::netcdfftargets to WRF-Hydro so the previous changes will work with the stand-alone model.TESTS CONDUCTED:
