This was me trying to debug the changes in #663 that would be causing the Windows Fortran tests to fail, but those are already failing on main. See this failed action
The other changes in #663 related to consolidating config files across C++, Fortran, and Python are really unrelated to getting Windows ARM to build. I was also playing with getting faster Python actions, but again, unrelated. I'll make separate issues for those
