@AndersJensen-NOAA Most of the changes here are to add optional arguments to TEMPO.
Optional arguments were added to Thompson MP after the TEMPO work branched from the Thompson development, so these changes are analogous to what was done to Thompson here: ufs-community/ccpp-physics#189
