This PR adds consistency checks for lat, lon and mask between mesh and mom6 grid. These checks are implemented in the NUOPC cap.
TESTS:
This PR does not change answers.
TODO:
The threshold for the difference in lat/lon has been hard-coded to 1.e-2. We might want to review that in the future and perhaps control that via MOM_input.
