Adds scaffolding to add prompt templates and includes the following:
Includes security disclaimer for security/economic analysis.
There is still some cleanup to do and maybe some typing for the prompt arguments, but this is probably better done once modelcontextprotocol/rust-sdk#314 is included upstream.
