P2 Badge State the user-visible prompt behavior

When this changeset is rendered in the next release notes, “Fix the condition” describes an implementation detail but does not tell users what changed. State the observable result instead—for example, that the kimi-cli migration prompt no longer reappears after migration is completed or dismissed—as required for user-facing changeset text.
